Do you want to see a better San Francisco?

Are you tired of the current issues that are impacting the wellness of our city? Have you realized how ridiculous we have been? 

Our current problems include: drug abuse, homelessness, lack of affordable housing, theft, property crimes, car break-ins, unfair housing policies affecting landlords, lack of tenant protection, working class people unable to support themselves, etc.

We reward bad behavior, shelter criminals and felons to put our public at risk, punish good residents who obey the laws?

Where is law and order?


Ellen Lee Zhou 李愛晨, Master of Social Work (I am 49 years old. I am a Public Health Worker. I am Nonpartisan )

I am Ellen Lee Zhou 李愛晨. I am non-partisan. I have a master in social work and has been a family social worker for more than 20 years. I have been a resident in San Francisco for more than 32 years.  I am 49 and married with two college children.

I learned that in a democratic country, if you don’t like what you see, you do something about it. Our city score card shows that our city is going in the wrong direction. In this booming time, we have epidemic homeless crisis. Our streets are filthy! Unsightly! We have drug addicts helping each other shoot on the streets. We have needles and human waste litter our streets. We have rampant crimes; robberies, car broke-ins. Visitors are seeing the same as the residents do. They bring shame to our beloved city. We do not have the quality of life we used to enjoy. Our moral compass is turned upside down. Right is wrong, and wrong is right. The city and the laws it enacted no longer represent the people. Businesses are left to fend for themselves. Where do we find equitable laws, true justice, comfort and guidance?

I am fed up! Enough is enough! It is time for all of us to say “This is our city! It needs to heed our voices! We want a normal, safe and healthy environment. We want the quality of our lives back! Our city leaders need to share our values!” So I decided to run for the Mayor for a better San Francisco!

Because I am a social worker for two decades plus and a civil grand jury twice, I saw the city workers, city organizations and functions up-close. I have developed the necessary community network and interpersonal skills to re-direct the city. I therefore trust that I am the one and only mayor who can bring our city back to the right track.

Some of my professional accomplishments are:

-          Behavioral Health Clinician a.k.a Psychiatric Social Worker for Public Health Department for more than 11 years.

-          SEIU1021 Union Representative for Public Employees for more than 12 years.  

-          Civil Grand Jury member (2014/2015 and 2016/2017.) I investigated government employees’ conducts and public functions.  

-          Pedestrian Safety Advisor Committee member as appointed by Former Supervisor David Campos (2016/2017).   

-          Neighborhood Emergency Response Team member (NERT) for more than 3 years. Trained for Fire Department.  

-          Graduate from the Community Police Academy 2006. Trained by the Police Department working with police to prevent crime. 

-          Community Activist for more than 25 years. I educate people of their rights and empower them to stand up for their rights.

-          Volunteer in the community that I outreach to.

I am a social worker. I serve people from pre-born to the end of their life. As a born-again Christian and a Sunday school teacher for more than 23 years, I live my faith. I serve the public wholeheartedly. I care deeply about our city that I run for mayor. I pledge to give back 50% of my mayoral salary and hire the other 7 candidates to help me run this city better for you. 

If I am elected, (see more detail in Mission, Vision and Action tabs), I will

1. Eliminate drug abuse, included opioid, street drugs and recreational marijuana to improve our quality of life.
2. Make our public dollars at work, build more affordable family housing to continue Mayor Edwin Lee’s legacy. Provide affordable housing for teachers sooner to keep them.
3. Balance communication and public funds between good property owners and good tenants. Good landlords provide solutions to solve housing crisis. Good and fair housing policies will help teachers, public workers and families to find affordable housing.
4. Treat homeless for their root causes. Every life matters. No one should die on the street.
5. Enforce transparent and sound government practices. Enforce government accountabilities.
6. Engage with leaders from each community to form a non-partisan and non-governmental resident power to find solutions to improve public health and safety. 7.Find solution to protect our public by enforcing regulations. Refuse to shelter criminals from the FBI wanted list. Enforce laws to protect our residents and visitors from criminal activities.  8.I am open to suggestions for business and investment opportunities for our residents and workers. I have the network with public employees and residents. I, Ellen Lee Zhou is the One and Only can implement these Mission, Vision and Action Plans! Together, we will re-build our city into the RIGHT direction. We will see a better San Francisco when I am the elected Mayor of San Francisco! In fact, I am the One and Only can reform a better San Francisco! 

I have been working as a Public Servant for the City and County of San Francisco since 2004. I started my public servant role as a Senior Social Worker for the Human Services Agency. I was promoted and worked as a Multi-Systemic Therapist to treat delinquent youth at Youth Guidance Center. I responded to families experienced crisis. My current job title is Behavioral Health Clinician for the San Francisco Department of Public Health. I am a Therapist who is there to listen and provide solutions to clients to manage their problems. I am also a Volunteer Comprehensive Family Social Worker in the community, providing services to people from one to 98 years old.

In addition, I am a SEIU1021 Union Representative for the Public Services Workers. San Francisco has about 900,000 residents and about 30,000 public employees. SEIU1021 represents about 16,000 public employees.  As a Union Bargaining Team member and Union Shop Steward, I am a well-trained facilitator to engage workers and management staff to balance power, find common interests and brainstorm workable solutions to win both management staff and workers’ support. We are public employees and our public deserves our best of the best quality services.

I was a member of the San Francisco Civil Grand Jury for 2014/2015 and 2016/2017. The Civil Grand Jury scrutinizes the conduct of public business of County government. Its function is to investigate the operations of the various officers, departments and agencies of the City & County of San Francisco. Each Civil Grand Jury determines which officers, departments and agencies it will investigate during its term of office ( http://civilgrandjury.sfgov.org). I participated in making positive changes for San Francisco.

From my Civil Grand Jury and Union experiences, I am trained and understood the City and County of San Francisco government infrastructures. We have Department Heads, Directors and Managers to operate each public entity. Right now, San Francisco needs a Mayor like me, Ellen Lee Zhou who has the abilities to bridge the gaps between Board of Supervisors, departments heads, public workers and residents.  Our entire city needs to collaborate with each entity in order to make the best results. But right now, we are too liberal, too self-seeking, too progressive and too ridiculous. It is hard to live a normal life in San Francisco due to ongoing existing problems: drug abuse, homeless, lack of affordable housing, unfair government practices, the rich get richer the poor get poorer, the middle class live paycheck to paycheck.  Yes, we labeled as a “classic” city for visitors from all over the world! Ridiculous!

I am 49 years old. I have been married since 1995. My husband and I work hard to raise our two children who are now in college. I have been a Sunday School Teacher for more than 20 years for our church. I train children and youth to honor their parents and God. I train college students to discover their own life potential. I train parents to respect their children. I coach workers to comply with employment laws. I teach people to be respectful of rules and laws. I train people to be productive for our society. I model for immigrants to believe in themselves to live a better life. I empower people to seek treatment for their issues. I advocate for justice for the rich and the poor.  I believe every life matters. I believe every mind matters. I live my life and model for people who want to  succeed. 

I have been a Social Worker since 1996. My daily Mission is to find solutions to any and all types of problems presented to me. I have been working with people from all walks of life: the good, the bad, the sick, the rich and the poor. I understand our City’s needs. I care about our residents’ needs: to live a quality life free from drugs, free from crimes, free from car break ins, free from problems causing by people living on the street, public risks due to sanctuary city status, normal people who follow the rules and laws are not being respected nor protected, lack of affordable family housing, some tenants  with bad behavior abusing public resources, good small property owners and good landlords being taking advantaged by unbalanced fund system and lack of culture communication skills to engage people with limited language skills. I, Ellen Lee Zhou, will be the right Mayor to solve these ongoing social problems that causing our quality lives. I am a Master of  Social Work. I understand our social problems. My job is to solve any and all types of concerns, complaints and problems. 

I have the necessary community networking and communication skills to redirect and lead our City and County of San Francisco in the right direction. Our city score card said that San Francisco has been going in the wrong direction. Background: I was born and raised on a farm in Taishan, Guangdong, China. I understand what it means to be poor, in the cold, with no voice to seek justice. Both of my parents never given the chance to attend school. I am bilingual and bicultural. I am able to read, write, and understand Chinese. I speak Cantonese, Taishanese, and Mandarin. I immigrated with my family to San Francisco in 1986. I was aged out from high school and went to City College instead of completing high school. I earned my Associate of Science degree in Hotel and Restaurant Management from City College of San Francisco in 1991. I also earned both my Bachelor of Social Worker degree (1996) and Master of Social Work degree (2003) from San Francisco State University. I have been actively engaged in the community as the volunteer Comprehensive Family Social Worker in San Francisco for more than 20 years.  I am a good living example for people to look up to. 

My unique life experience prepared me for any situation that San Francisco is facing and will be facing. Together, with your support, I will find solutions to balance power between residents, public services workers, and politicians. I will create and provide solutions to address current social issues: lack of affordable housing for families, homes for homeless, problem tenants and victim landlords, drug problems, property crimes, petty thefts, car break-ins, healthcare problems, and improve the overall quality of life. Right now, San Francisco government: we are too progressive, too liberal, too politician self- serving and too ridiculous. I am a Health Worker and my job is to treat people with drug problems and  health issues. The 10:1 votes on 12/05/2017 with such loose regulations for recreational cannabis by Board of Supervisors will create drug abuse problems for our residents who want to live a quality life in San Francisco. This legislation signed by Mayor Edwin Lee on 12/06/2017 before he passed  away on 12/12/2017 at 1:11am. San Francisco needs new blood in City Hall, a Family Social Worker like me with people skills to be the People's Mayor. Yes, I am the right Mayor for people who wanted to live a quality life.
